Two emblems of a strong wind creating waves and a sun shining on ships at sea, the first emblem was designed by Benjamin Franklin and is encircled by the Latin motto VI CONCITATE (Driven by force), the second is encircled by the motto CESSANTE VENTO CONQUIESCEMUS (When the storm dies down we will rest); signatures: Thomas Coombe, Ellis Lewis, printed by Hall and Sellers, 9.3 x 7.4 cm (FR# CC-10).
